Grow College Green Public Realm Project

Dublin City Council and the National Transport Authority consultation open until 11 March 2026

Dublin City Council, in partnership with the National Transport Authority, has opened a non-statutory public consultation on the pre-planning design for the Grow College Green Public Realm Project. The consultation is open for submissions until midnight on 11 March 2026.

Grow College Green is a flagship city centre initiative to reimagine the historic core of Dublin as a high-quality civic space. The project seeks to transform College Green into a destination for social, cultural and civic life, alongside its established retail and employment functions. The vision is to create a more accessible, greener and inclusive public realm that supports movement, heritage protection and everyday use, while providing space to gather and connect.

Since mid-2024, Dublin City Council has undertaken extensive engagement with local businesses, residents, Disabled Persons Organisations, students, children and the wider public. Two rounds of non-statutory consultation have taken place since October 2024, resulting in more than 2,800 written submissions and over 100 in-person stakeholder engagements, including walkabouts, workshops, drop-in sessions and one-to-one meetings. According to the Council, this feedback has informed the evolving design, shaping proposals relating to accessibility, circulation, landscaping, seating, heritage considerations and the overall character of the space.

The pre-planning design is now available to view online, with hard copies accessible in the Atrium of Dublin City Council’s Civic Offices at Wood Quay. The consultation materials include drawings, visualisations and supporting documentation outlining the proposed layout, access arrangements and the overall design approach.

As the project progresses towards a statutory planning application, anticipated in summer 2026, Dublin City Council is inviting further input from the public. Submissions on the pre-planning design may be made by completing the online survey via the consultation webpage, by post to the Grow College Green Project Team, Dublin City Council, Civic Offices, Block 2, Floor 7, Dublin 8, or by filling out a comment sheet at the consultation table located in the Atrium, Block 4, Floor 0, Civic Offices, Wood Quay, Dublin 8.

All submissions will be reviewed by Dublin City Council and the project design team. Feedback at this stage will inform refinements before the design is finalised and submitted for planning permission. The stated priorities for the project include universal accessibility, social inclusion, safety, sustainability, biodiversity and greening. Queries can be directed to collegegreen@dublincity.ie.
