Review of Building Regulations: Technical Guidance Documents L and F

The Department of Housing, Local Government and Heritage has launched a public consultation on proposed revisions to Building Regulations Technical Guidance Document L (Conservation of Fuel and Energy) for Dwellings and Technical Guidance Document F (Ventilation). The review aims to implement new cost-optimal energy performance requirements for major renovations to existing dwellings. 

The proposed changes arise from Ireland's obligations under the Energy Performance of Buildings Directive (EPBD) and commitments made in the Climate Action Plan 2023. The key focus is on implementing performance requirements of a BER "A3" rating or cost-optimal equivalent works for major renovations where more than 25% of the building envelope undergoes renovation. These changes will support the phasing out of fossil fuel boilers where practical. 

Interested parties are invited to submit their feedback using the designated Templates for Submissions only (https://www.gov.ie/en/consultation/d53b5-review-of-building-regulations-technical-guidance-document-l-conservation-of-fuel-and-energy-dwellings-and-technical-guidance-document-f-ventilation/), which should be sent via email to climateaction@housing.gov.ie. The Department emphasises that submissions should not contain personal, confidential, or commercially sensitive information, as all submissions may be subject to release under the Freedom of Information Act 2014 and relevant Data Protection legislation. 

This consultation forms part of Ireland's regular five-year review of energy performance requirements in Building Regulations, with the proposed changes scheduled for implementation in Q1 2025. 

Minister of State Alan Dillon, who holds responsibility for Local Government and Planning, announced the consultation, highlighting its importance in advancing Ireland's commitment to improved energy performance in residential buildings.
